Luis Breuer González
Luis Breuer focuses on Corporate M&A, Commercial Law, International Trade and Investment, Infrastructure, Energy and Natural Resources, Finance, Trusts and Securities, Public Law, Dispute Resolution, and Arbitration. He brings over 30 years of experience to his practice, advising multinational clients on complex transactions and legal matters across various sectors.
Born in Asunción, Paraguay, Luis was admitted to practice law in Paraguay in 1990. He holds a Summa Cum Laude law degree from Catholic University of Asunción (1990) and an LL.M. from Harvard Law School (1993). Luis has also completed a Program on Negotiation & Leadership at Harvard Law School (2018).
His previous experience includes serving as Executive Legal Director at Itaipu Binacional (2014–2018) and Head Legal Counsel at Entidad Binacional Yacyreta (2013–2014). Luis has held prestigious roles such as Ambassador and Permanent Representative to ALADI and Mercosur (2012–2013), and has been a partner at Berkemeyer (2001–2012), among others. He is an arbitrator for the Court of Arbitration for Sport (TAS/CAS) and a member of the International Court of Arbitration of the ICC and ICSID (World Bank).
